Fin des années 1990, la Région wallonne de Belgique a créé les services WIN [1] et SWING (Surfer avec win Gratuitement). Le premier était dédié aux entreprises, le second aux citoyens. Parmi les services, SWING offrait au citoyen la connexion internet (modem analogique), l'e-mail et un espace web. [2]

Quelques années plus tard, ces services ont été transmis à Belgacom, entreprise publique autonome. [3]
